Annawan, IL
The Progress Parkway design began with development of a master plan study for an approximately 300-acre site in the Village of Annawan, IL. Shive-Hattery prepared a master plan that delineated roadways, lot layouts showing acreage and identifying potential land use designations for the site. The business park has areas designated for industrial, retail/commercial and other business development. The master plan serves as a resource for economic development of this area. The second phase of this project was to work with the Village of Annawan to obtain funding to construct the 1.5-mile-long roadway and to work with Patriot Renewable Fuels plant to obtain and Economic Development Grant for the construction of a new intersection at Highway 6 and Progress Parkway. The city was successful in obtaining both grants.
The Annawan project included roadway design, traffic studies, intersection design studies, topographic survey, right of way document preparation and acquisition services, and hydraulic surveys, hydrologic and hydraulic modeling for design of a 12-foot wide by 9-foot high triple cell box culvert carrying Progress Parkway over Graddett Ditch, construction staking and full time construction observation.
The Patriot Renewable Fuels project included design of approximately 1.5-mile road connecting Progress Parkway to US Highway 6, a new intersection at US Highway 6 and a two-acre parking lot. The roadway is a 27-feet-wide concrete road with gravel shoulders and ditches for drainage. The two-acre parking lot is being used by semi trucks waiting in queue to deliver corn to the ethanol plant.
The new intersection, which is located on U.S. Route 6 between Annawan and Mineral, was constructed as part of the Patriot Renewable Fuels project. Township Road 2900 E had to be re-routed to avoid the large rail yard needed by the plant. The intersection included an east bound left turn lane, a west bound right turn lane and traffic signals inter-connected with a rail road crossing. The intersection portion was approximately 3,407 feet and included two box culvert extensions.
Coordination between Illinois Department of Transportation (ILDOT), Illinois Commerce Commission (ICC), Iowa-Interstate Railroad (IAIS), the Village of Annawan and Patriot Renewable Fuels was necessary for the completion of the projects. Intersection construction documents were completed in compliance with Illinois DOT, ICC, and IAIS railroad standards. Shive-Hattery's services included master planning, grant application writing and representation at public hearings, preparation of an Illinois Department of Transportation intersection design study of four major intersections within a five-mile radius of the site, survey, civil, structural, electrical and transportation engineering, permitting, land acquisition, contract administration and construction observation. Shive-Hattery also served as an expert witness in the hearing necessary to obtain this new railroad crossing. Survey services included boundary, topographic and section corner recovery survey for the preparation of roadway plans and right-of-way plats for Progress Parkway and US Route 6.
