IL DOT Veterans Parkway & Six Points Road

Challenge

Due to growing traffic in Bloomington, the Illinois Department of Transportation wanted to reconstruct the primary intersection of the Interstate 55 Business Loop (also known as Veterans Parkway) with Morris Avenue, and reconstruct or realign secondary intersection at Morris Avenue and Six Points Road.

At this location, Interstate 55 is an east-west divided highway, classified as a regional arterial. Morris Avenue is a north-south road classified as a minor arterial north of the Interstate 55 business loop and a collector south of the business loop. The Veterans Parkway intersection is controlled through traffic signals.
 

Solution

Greenwood Avenue, an east-west road classified as a local road, was relocated and reconstructed to improve traffic flow. A new signalized intersection of Veterans Parkway and Greenwood Avenue was constructed.
 
Springfield Road has two intersection points with Morris Avenue. The first, under state jurisdiction, is an east-west road classified as a collector extending southwest from Veterans Parkway/Morris Avenue. This segment was removed and relocated to connect with Six Points Road, west of Morris Avenue.
 
The second intersection – a city street – is classified as a local road extending northeast from the Six Points Road/Morris Avenue intersection. This section of Springfield Road was removed; in its place, a recreational trail was constructed.
 
Six Points Road, an east-west county highway, is classified as a minor arterial road. It was reconstructed and widened to accommodate increased traffic demands and improve intersection sight distance. The intersection of Six Points Road and Morris Avenue was signalized.
 
To secure, protect, uphold, and carry these roads across challenging terrains, retaining walls were needed along Veterans Parkway and Six Points Road. Shive-Hattery designed a concrete retaining wall for both of these locations. Since they were along roadways, the retaining walls had to be designed for potential vehicle impacts with a concrete barrier on top. These retaining walls also serve as noise barriers while meeting bearing and stability requirements. The walls are approximately 300 foot long each with an average height of 11 feet.
 

Impact

The growing amount of traffic in Bloomington, Illinois, is now set to handle an increase in capacity of the highway and relieve congestion, thanks to this major reconstruction project. The retaining walls along Veterans Parkway and Six Points Road can withstand potential vehicle impacts and help improve safety along the busy roadway.
