ADOT Tucson North MVD Remodel

The Arizona Department of Transportation (ADOT) needed to modernize its existing Tucson North Motor Vehicle Division facility on Shannon Road to better serve a fast-growing region. Originally constructed in the 1960s with a later addition, the approximately 7,000-square-foot facility needed updates to improve functionality, increase capacity and address aging building conditions. The MVD serves residents throughout north Tucson and surrounding communities, including Oro Valley, Casa Adobes, Marana, Catalina and Flowing Wells. ADOT needed a solution that could accommodate current operations while preparing the facility to meet increasing demand.
Shive-Hattery supported ADOT from early planning through construction, beginning with a feasibility study that evaluated existing conditions, established building programming, and explored conceptual architectural and engineering solutions. The design expanded the facility to approximately 8,000 square feet and included a complete interior renovation, exterior façade and code-compliance improvements, roof recovering, canopy repairs and a redesigned entrance featuring a double-height lobby. Shive-Hattery coordinated civil, structural, mechanical, plumbing, fire protection and electrical disciplines to develop construction documents for the design-bid-build project. The team also developed permit drawings for a temporary on-site office that provided services to the public, allowing ADOT to maintain essential MVD functions during construction.
During construction, Shive-Hattery provided construction administration services, including weekly owner-architect-contractor meetings, RFI and submittal reviews, site observations and coordination with the contractor to support ADOT’s target opening date. The comprehensive renovation provides ADOT with a modernized, expanded facility designed to improve functionality and better accommodate the needs of its growing service area. Maintaining limited MVD operations on site during construction helped preserve access to essential services for the surrounding communities. Together, the improvements position the Tucson North MVD to serve ADOT staff and customers more effectively for years to come.
