Jo Daviess County’s judicial needs had outgrown its historically charming, three-story Courthouse, built between 1838 and 1844. Their challenges included staying within the Galena historic district, being near the public safety building, bringing the courthouse up to modern standards, and emphasizing safety and security by separating public and judicial functions, all within an acceptable budget.

To determine the best course of action, Shive-Hattery conducted a needs assessment incorporating initial and long-term cost of ownership by reviewing the condition and life expectancy of the building envelope, building systems, structural, and roofing assets.

Addressing the County’s desire to keep the Public Safety Building attached to the Courthouse while creating space allowing public Courthouse functions to remain separate from judicial activities, Shive-Hattery designed an 8,000-square-foot addition. Using glass panels on the new addition’s façade, the existing historic architecture can proudly be seen through the new architectural addition.

Existing exterior windows became interior walk-up transaction windows for several offices within the Courthouse. Employee entrance space and movement of persons in custody were separated from public space, resulting in a safer environment for building occupants. Historic renovation of the 30,500-square-foot space proved more cost-effective than building a new courthouse and public safety facility.

The new addition replicated the courthouse’s exterior characteristics, maintaining the look of the surrounding Galena Historic District while updating the Courthouse’s functions. Flex space was integrated into the design to allow for future expansion and keep the Courthouse relevant for the next 30 years.
