Air Permitting

Air Permitting

Most industries, including industrial, higher education, institutional, and public-sector, are subject to air emissions permitting requirements when constructing a new facility, expanding an existing facility, or modifying operations. Regulations are tightly layered, with federal, state and local codes all having a say.

Shive-Hattery provides comprehensive air compliance services for clients across the United States. Our environmental specialists work with owners and design teams to navigate complex federal, state, and local air quality regulations.

Complete Air Permitting Support

We support air permitting needs from early planning through construction and ongoing operations. Our services include:

  • Title V Operating Permits. We assist major sources with Title V operating permits, including initial applications, renewals, amendments, and compliance support. Our team helps facilities organize emission units, develop legally robust permit applications, and respond to agency review comments—reducing delays and uncertainty.
  • Prevention of Significant Deterioration (PSD) & PAL Permits. For complex projects and expanding facilities, we provide support for PSD permitting and Plantwide Applicability Limit (PAL) permits. We help evaluate applicability, quantify emissions, perform required analyses, and coordinate with permitting agencies to support long-term operational flexibility.
  • Air Construction and Minor Source Permits. We prepare and submit air construction permits and minor source permits for new equipment, facility modifications, and expansions. Our team evaluates project emissions, determines permitting thresholds, and prepares clear, complete applications that align with agency expectations.

Air Dispersion Modeling

Air dispersion modeling is often a critical component of the air permitting process. Shive-Hattery performs air dispersion modeling to demonstrate compliance with National Ambient Air Quality Standards (NAAQS) and state-specific air quality requirements.

Our modeling services include:

  • Project-specific and full-facility dispersion modeling
  • Applicability and screening evaluations
  • Regulatory modeling using EPA-approved methods
  • Coordination with permitting agencies on modeling protocols and results

We integrate modeling early in the design process to help inform equipment layout, stack design, and site planning—minimizing redesign and permitting risk. Learn more about the case for air dispersion modeling.

Regulatory Reporting and Ongoing Compliance

Beyond permitting, Shive-Hattery supports ongoing air quality compliance and required reporting. Our experience includes preparing and reviewing:

  • Annual Compliance Certifications (ACC)
  • Emission Inventory Questionnaires (EIQ)
  • Greenhouse Gas (GHG) reports
  • Tier II reporting
  • Toxic Release Inventory (TRI)

We help clients develop defensible emissions calculations, maintain compliance records, and meet reporting deadlines with confidence.

Concierge Environmental Compliance Support

If you are a larger business, your compliance needs are likely ongoing, not “one and done.” We can be your on-demand support – a specialist who knows your documentation inside and out, but sits in our office. This might look like an indefinite delivery model, although we can flex with your needs. We have three in-house, concierge specialists to act as an extension of your team. Your documents will be managed by one of these experts, and you’ll have their direct line.

Our specialists provide ongoing support for permit management, regulatory interpretation, agency coordination, and compliance tracking. This model is ideal for facilities with frequent operational changes, multi-state operations, or limited internal environmental resources.

Our concierge environmental compliance support can include:

  • Managing air permits and permit conditions
  • Tracking applicability thresholds and operational changes
  • Coordinating with state and federal air permitting agencies
  • Supporting inspections, audits, and agency inquiries
  • Preparing and reviewing required air compliance reports
  • Advising on permitting impacts for planned projects or equipment changes
  • Company-specific requirements

This flexible approach gives you access to experienced air permitting professionals while maintaining scalability and cost control.
