City of Fairfield – Hwy 1 Improvements

Shive-Hattery partnered with the City of Fairfield and the Iowa Department of Transportation to design and deliver reconstruction and widening improvements along approximately 0.53 miles of Highway 1, extending from 200 feet south of Libertyville Road and including the intersections at Filmore Avenue and Libertyville Road. Because the work occurred on a state-owned highway, the project required multi-year coordination with the Iowa DOT to ensure all design, staging, and construction details met state standards and future growth needs along the corridor.

The project addressed congestion, outdated roadway features, and the need for safer pedestrian and vehicle movement. Improvements included upgraded intersection geometry, shared-use path design, storm sewer enhancements, and full roadway reconstruction. To provide safer cross-traffic, the intersection of Highway 1 and Libertyville Road was converted from a two-way stop to a one-lane roundabout. Shive-Hattery also assisted the City in administering multiple funding sources, including SWAP, TAP, TSIP, and Iowa DOT Primary Road funds.

Public outreach played a key role throughout the design process. Working with the City and the Iowa DOT, the team developed a detour route that safely routed truck traffic around the project area while maintaining signed access to the nearby hospital. Even with a full closure, care was taken to evaluate alternate access routes to reduce impacts on businesses, residents, and the traveling public.

The project was administered in accordance with Iowa DOT Office of Local Systems federal-aid development guidelines and was let through the Iowa DOT. The completed improvements enhance mobility and safety for drivers, pedestrians, and cyclists, reducing congestion and improving access for the Fairfield community. By modernizing key intersections and planning for future traffic demands, the project supports local economic activity and reinforces Shive-Hattery’s commitment to creating infrastructure that serves both today’s needs and tomorrow’s growth.
